PREAMBLE
Public education is a function
of the state. While elected by the voters of Winchester, the School
Committee in Winchester derives its authority from the General Court of the
Commonwealth of Massachusetts and the decisions of its courts. The School
Committee is thus a part of the state government and its members are state
officers. The following policies and regulations are intended to give
continuity and consistency to the position of the School Committee and thus
to serve the best interests of the Winchester Public Schools and the Town of
Winchester.
The general policy of the Winchester School Committee is to
maintain a public school system that will prepare the individual through
organized learning activities for effective participation in society. We
believe that the specific policies and regulations of the Winchester School
Committee should guide the Winchester school system in the conduct of its
affairs.
