FUNCTIONS OF THE WINCHESTER PUBLIC SCHOOLS
A. Provide Instruction for Students
1. Employ teachers, supervisors and administrators for
instruction
2. Provide instructional materials, supplies and equipment
for instruction
3. Operate the organization so that continuity of instruction
exists across the system from kindergarten through grade 12
4. Maintain instructional quality
B. Provide Curriculum to Teachers and Students
1. Operate a curriculum organization that builds, maintains
and supports a curriculum for the Winchester schools, investigate newly
available programs, explain the curriculum to all appropriate people through
publications and meetings
2. Maintain a center for the storage and dissemination of
curricular materials
3. Organize the instructional program and provide staffing
plans, in-service programs, equipment lists and building space to support
the program
C. Provide School Buildings for Students and Staff
1. Monitor school population trends and initiate requests for
school facilities
2. Specify the educational requirements to be met by building
facilities and work with architects on the design of schools
3. Maintain facilities to insure safety of students and staff
D. Provide Nutrition for students
1.Provide for the preparation, storage and selling of food
and eating facilities for students as needed
2.Account for receipts and expenditures in connection
therewith
E. Providing Training for Employees
1. Train employees through workshops, by authorizing staff
visits to schools and participation in conferences, by financing educational
courses, and by engaging workshop leaders, speakers and consultants
2. Prepare training schedules and materials to fit the
school's educational program in Winchester
Provide Special Services in the Following Areas:
1. Speech Therapy
2. Reading
3. Home Tutoring
4. Guidance
5. Special Education
6. Extracurricular and Co curricular Activities
G. Provide Fiscal Management
1. Develop a budget adequate for the needs of the school
system
2. Provide for administrative control of expenditures.
